Portland Children's Investment Fund The Portland Children's Investment Fund was created through a five-year tax levy passed by voters in 2002 to improve the lives of Portland children. It annually supports 66 programs for more than 15,000 at risk youth ages birth through high school.
Three focal points of investments are:
• Early childhood
• Parenting education
• Access to immunizations and health screenings
The Children’s Investment Fund generates more than $10 million in grants for Children’s programs per year and is annually audited with administrative expenses not exceeding 5 percent of revenues, ensuring that 95 cents of every dollar is invested in children's programs.
